The Advanced Video View+ license doesn’t work at site level or per user basis and can be activated per camera.

Using the Internet Explorer 11, there is video from all 4 channels in configurator and event monitor, but audio from the camera is present only on channel 1. Since Internet Explorer 11 is EoL, this behavior will not be changed/ improved.
