Issue
The D192C/G card is wired to zone 8 and is in trouble. There is a 560 ohm resistor at alarm circuit (+) and (-), the silence switch in the normal position, and between terminal one and two on the D192C/G card, there is 13.8 volts (DC).
Solution
If this card is using zone 8 as the supervision zone, make sure that the S3 enable switch is in the locked position.
More About Switch S3
Be sure that jumper S3 (next to terminal 22) is latched down securely. When this jumper is open, it disables the ground fault detection on point 8, as well as changes the EOL value on this point to 220K ohms for use with a AB-12 UL Bell Box. The panel will see the 1K ohm resistor as a shorted condition.
