When a "sensor" panel is added on the map, in Browse mode, the status is shown as "Output Active", what does this mean? Especially if it seems that there are no outputs active on the system.

This is expected behavior, as explained below.
If the Item "Panel" is e.g. 1-1.1.1 respectively 1-1.SI_PANEL.1,then this item is the Group item of the panel system status items e.g. 1-1.1.1-1 till 1-1.1.1-10.
Most of these system status items have NORMAL as value after startup, others can have ON, e.g. items from Condition Monitoring.
The group state is derived from the particular sub-states, the different states like ON / OFF or NORMAL / TROUBLE have different priorities concerning the derived group state. State “ON” will overrule state “NORMAL”.
Since AVENAR-8000 respectively FPA-5000 v3.1 the new sub-state 1-10 “Start-Up of Panel-Application completed” has been introduced. After startup completed the item status is “ON” which usually will set the corresponding group state “ON” as well.
